According to Us Weekly, Madden debuted the new tattoo last night after having a dinner date with his wife, famous actor Cameron Diaz, about whom he must know a life-altering secret:

It’s almost as if (this is going to sound crazy) people fall in love for reasons outside of attractiveness.

The scalp tattoo is actually way better than The script tattoo on his chest. At least the scalp tattoo stays within his hairline and appears to be fairly symmetrical. It’s not a good enough photograph of the tattoo itself to gauge linework or craftsmanship— but based on placement and style it’s one of the nicer ones I have seen lately.

He seems pretty confident that his hairline will stay where it is. Seeing as how it’s halfway receded already, I wouldn’t be so sure. It’ll look like garbage when there’s just an inch of it poking out. Unless he plans on keeping it shaved.

it actually looks to me like they addressed the inevitability of future hairline recession by placing the most decorative points of the mandala design specifically at the key points of the hairline that recede first. This would be a design element of the tattoo that is specifically planned by the tattooer and as a design element is actually very technically sound. You may not find it to be personally of your taste, but as a tattoo, according to the rules that govern good design and placement of tattoos this one cuts the mustard.
